No I don't think that's true at all - the old style custom trip screen may compartmentalise it, but if it's all booked at the same time then it's a valid package, ATOL and all. The exclusion is specifically for flight only bookings where you add a car or hotel later on. Please correct me if I have missed something...
...because, yes, this workaround does the trick nicely. Clunky as hell but will save me spending an age on the phone. Top tip 👍
(I do realise that I'd only get double TPs on the BA coded leg from LHR-DOH, in case anyone was going to point that out...)
