TECHNICALLY it works, but in reality - the taxi has to be part of the Uber app network, which is hit or miss outside of Seoul. There aren't even that many Uber taxis in Seoul - because they all just use Kakao T. Even though it's a pain for one day, just get Kakao T and try it first for sure. They now allow you to add foreign cards in Kakao T.
