yes it's intentional and no it's not deceiving. You purchased a BE fare which is supposed to be non-changeable and then you are given the option to remove this restriction by paying $49.50.
if you were to buy a non BE fare and pay a $49.50 add-collect, your new fare will be $98.10+$49.50 instead
I still think it's deceiving considering that they never disclose that the "service charge" will not be issued back to you in any way even as a credit. I actually come out behind in this scenario because the service charge is more expensive than just canceling the ticket entirely.
