First timers to Mexico City should pick Sheraton Maria Isabel, facing the Angel and you're able to walk up and down Paseo de la Reforma, even at night. Zona Rosa on the other side of the Avenue for a more local experience and Chapultepec Park that you can walk to in 30 min along Paseo de la Reforma.
Downtown is great for sight-seeing and so, but I'd never pick it for a first time experience in Mexico City. Great architecture and so, but go easy to introduce yourself to the city.
That was basically my same suggestion a few comments up. You can easily walk to Zona Rosa and the surrounding area which is pretty safe even at night.
