Occasionally I use Budget at LAS with my Fastbreak account and never see the rental car counter--you go straight to the garage, so obviously those folks had they done so, would (a) not wasted their time waiting in line and (b) not having to hear the ridiculous sales pitch that because Allstate doesn't offer liability insurance they need to buy it from Budget.
