Does this mean if the plane is full and you are forced to gate check? Seems like a weird way to pinch pennies when it's likely going to delay the flight from boarding even more if the person refuses to pay? I guess maybe agents would be better about this and ask for volunteers first and hoping none of them are BE
no, that fee only applies if you are in BE and not entitled to a carry on (i.e. not a premier, does not have a chase credit card)
