Any simple round-trip (A-B-A faring) which prices for 2 pax in I or Z is eligible for the companion certificate (assuming it is First-marketed, in the right region, etc.)

The Delta website has gone through a variety of bugs in implementing this correctly, although the majority of the time the main issue was that it would force an I fare even if a less expensive Z fare was available.

The last time I saw someone with an issue, it was because the itinerary had a fare break, but without more specifics any number of things could be wrong. Agents have computers with similar problems and most will invent all kinds of colorful excuses to make you go away.
