I called DL and the rep I spoke with stated that even though I and Z class fares were available, that doesn't mean you can use the certificate to secure them.
Your last bit is true. I/Z also need underlying buckets to be available (I think it's Q and LUTX?)
But it would NOT surprise me at all if Delta's IT can't handle the newly issued certs either (given how long it took them to fix the whole A/Z fare or whatever it was).
