Clearly these YQ charges exist on revenue tickets and for all airlines on US->EU routes. A3 (or M&M) is not making them up "out of thin air", but for LHG redemption tickets the same YQ is charged as for revenue tickets, while UA, AC or SK don't charge it for a LHG redemption ticket.
