They are not blocked, you can pay to select them at booking. I'd chalk it to an out-of-date error on ExpertFlyer. They used to be held for PPS but that is no longer the case since 2020. PPS can select them for free, while others have to pay. KF Silver and Gold gets a discount.

If you see them as Occupied on ExpertFlyer, somebody else already selected them.
