KLM Nightmare. Arrived at final destination 53 hours late with 2 overnight stays

Hello everyone, I filed a claim 4 weeks ago and it still has not been processed. I was wondering if I am even eligible for the claim

My itinerary was Sofia, Bulgaria ->Amsterdam-> Detroit

My flight from Amsterdam was cancelled. Even though there were multiple cancellations for weather that day, when checking the official website of KLM, it says the flight was cancelled for technical reasons not weather. I had to spend the night in Amsterdam and realized the next day, KLM rebooked me on Delta to Atlanta, and then to Detroit where I was supposed to arrive at 9 pm the following evening, 29 hours after my flight was originally scheduled to arrive in Detroit. So the Delta flight was late inbound and we ended up departing Amsterdam 2.5 hours past schedule. This caused me to miss my ATL to DTW connection and that was the last flight of the day. I rented a car and booked a hotel in Atlanta, and when trying to rebook, I chose a flight departing 5 pm that day arriving in detroit at 8pm, or 53 hours later than scheduled, and 23 hours later than scheduled had the Delta flight not depart Amsterdam late. The earliest option was still arriving in Detroit at 11 am, or 14 hours later than schedule had the Delta flight not departed AMS late and 44 hours later than my original itinerary.

My question is if the cancelled KLM were to be ineligible for compensation because of weather, can I claim compensation for the Delta flight? Also, can I get compensated twice if both flights are deemed eligible for compensation? I also submitted all my expenses having to overnight in Atlanta and Amsterdam totalling $400. Do these have to be compensated even if the flights are due to "extraordinary circumstances"
