So, unless the seat-belt sign stays on for the duration of the whole flight, unexpected turbulence will just occasionally happen even with the seat-belt sign turned off.

(I keep my seat-belt on for the whole flight unless I happen to get up -which is rare-, so having the seat-belt sign on doesn't really bother me personally.)
^Agreed. Seat belt sign was illuminated on my SYD-SFO flight last night for more than 2 hours straight without a single bump. Of course cabin activity went on as normal. I was just hoping they didn't fall asleep up there Not saying this as a complaint -- but it would be really helpful if pilot communication was a little better.
