Not true anymore. Unfortunately, if you are on a basic economy ticket, on a SkyTeam-operated flight, you won't get access to SkyClubs - even as a non-DL Elite + member. Look here:

This means that even Flying Blue Ultimate members won't have access to DL SkyClubs, if flying on an AF/KLM eco light ticket.
