I think your carrier determines your WiFi calling capability. On T-Mobile for instance, you will have free calling to and from US numbers while roaming internationally. A requirement is that you must have made a successful WiFi call at home for this function to be enabled. I suspect other US carriers have similar requirements. I recommend putting your phone in Airplane Mode with WiFi enabled based on your goals.
