I'm not going to try to "convince" you that there has been a change in NLL offers and whether or not they are as broadly offered as they once were, but there is an entire thread discussing it and there are many, many data points regarding folks who have traditionally gotten the offers and they have indeed dried up for many of us. If you care to review the thread you may see that it's not always as simple as your advice implies. The fact that you are still getting the offers does not mean that everyone else is

. I am aware that there have been mentions of NLL offers drying up for some, but was just sharing my own experience and observations.
Of course, one should and can only take an NLL offer over a retention if it's available to them. If not, then retention offers as well as adding employee cards with bonuses attached to them if available is certainly another route to go.
In addition, the OP had mentioned ditching the retention for a Chase Business card so the advice I was giving in that was the case, was to take a full annual fee refund on the Amex Biz card while they still can.
