I stayed five nights at HR Insurgentes in January as well, and concur with much of what Tino described. I thought the cash rate of $146/nt was an excellent value. The "upgrade" as a Globalist was modest, but then I didn't request more at checkin and the room (5th floor) was fine. There were few tourists at the hotel as far as I could see, but plenty of business travelers - breakfast at 8am was quite full, but before or after not so much. I enjoyed the breakfast buffet though was a little disappointed that there were so few Mexican options (other than chilaquiles). Good omelet station, pastries, fruit and juice options. The service was generally good to outstanding, though I did have one day when the waiter never spoke to me again after being seated and I had to ask someone else for coffee refills. Regency club in the evening was nice, though there was no one attending the first night and no alcohol (horrors!) though there were small bites (but sadly no Mexican food). Manuel and Roberto were excellent hosts the other nights.
This was my first time in CDMX, and the location probably isn't best for a newbie but I liked the neighborhood - locals going about their day and lots of sidewalk stalls cooking morning breakfast and mid-afternoon yummy-looking plates. One morning I ran to Parque Hundido about a mile away and found some nice paved trails and quite a few morning runners/walkers/dogwalkers. Otherwise this location worked for me because I like to walk and see the neighborhoods. The museums and tourist sights (or day tour meeting points) I was interested in were 3-5 miles away and I would walk through Roma or La Condesa or Juarez one way and then catch an Uber the other way. Ubers are so easy and cheap (including to/from the airport). I do hope to return to CDMX later this year and might well stay here again unless I try another part of town.
