I can't 100% confidence say you can't. You'll need to convince the security folks to let through into the T4S departures area as if you had a connecting flight there...
Velazquez does have nice views.
I find Dali quieter as the ceiling is the one of the building itself quite far up so there's no noise echoing.
Ask to be put on the shower queue once you get into Dali....
