Do babies have to go in bassinet seats?

I recently flew back AUS-LHR and acrioss the aisle from me was a mother and her tiny baby - it looked to be about a month or two old. This was row 8 in Club Suite A350 and I was surprised to see that the mother slept with the baby alongside her. I could also see that there were no babies in any of the row 1 or 15 bassinet seats. I would have thought bassinet seats were required for tiny infants for safety reasons?

Contrary to my fears, the baby did not make a PEEP the entire night, not even during the climb or descent.
