about 5am-11 mon-thurs, Fri 5-midnight Sat 7-mid, sun 8-11.

on a weeknight after 9 pm it might not be possible to get to DCA from IAD or vice versa on metro. United crew might need to transfer from DCA inbound late evening then fly out of Dulles next am. The airports likely run an employee shuttle bus especially at later hours when metro is out of service.
Ah, OK. Just to make sure I understand, Metro currently still running until Midnight/1AM, but may see service reductions this summer if budget dictates?
