Illegality of airlines charging for carry-on bags?

A Spanish court (
Juzgado de lo Mercantil Num 01 de Madrid en el procedimiento de Juicio Verbal (250.2) /2020) ruled that, under Spanish law at least - although the Spanish ruling relied in part on a European Court of Justice ruling from 2014 as it interpreted relevant EU regulation) ruled that it was illegal for Ryanair to charge a passenger (on a Madrid to Paris flight) for a carry-on bag (specifically, what is considered the "Standard" carry-on bag that goes into the overhead bin).
Given the clear legal ruling (that airlines cannot charge extra for cabin bags), how is it that airlines continue to charge these (illegal) fees?
Has anyone here successfully argued this in advance of a flight and gotten their flight record annotated as "has the right to carry-on a bag without paying our illegal extortion" or, alternatively, paid the illegal extortion up front and then later successfully reclaimed it (without having to actually sue)? Or, actually sued? (and, what happened?)
