My understanding is there were a lot of failed landings and similar incidents at SFO that day, not just with Cathay. And that Oakland didn't have immigration/customs facilities available for a sudden arrival of tons of international passengers off a Cathay flight.
Some failed landings, one diversion to SJC before making it back to SFO. But none as bad as CX (I think).
