Not just production. The Max 7 and Max 10 seem to have design and (hence) certification issues. Boeing was trying to get (some of) the certification issues waived by U.S. Congress (and did). Now the engine nacelle overheating issue has cropped up. Boeing requested a FAA exemption for this issue but withdrew it in light of recent events.
Boeing just has a higher press profile at the moment. No aircraft manufacturer is perfect, such as this Airbus safety issue, that has delayed certification:
