I could be wrong, but I believe the building that was meant to be the InterContinental Milan Grand Hotel Duomo (formerly the Grand Hotel Duomo), which was announced in 2007, ended up sitting vacant for years, before being turned into an H&M.

There's a new hotel in another adjacent building, further west, also facing the Piazza Duomo, called the Glamore Milano Duomo Hotel.
