Do you have any evidence that AA has ever shut down an AAdvantage account simply because a member received both a Barclays and a Citi SUB in one year? I have not heard of that happening.
In any case, there are plenty of people who have received the SUB on the Barclays/AA personal card more than once, with no adverse actions taken against them.
A more concerning issue is whether Barclays will start issuing Form 1099-MISC for the bonus miles, since even a mere $1 charge to the card triggers the bonus miles. Most other card issuers typically require a spend in an amount that exceeds a reasonable valuation of the bonus miles, so there is no tax liability for the bonus miles, as they are simply considered a reduction in the purchase price of the items one bought to get the SUB. That's a tough argument to make if you only charge $1 and get a bonus of 60,000 miles. More discussion of the 1099 issue can be found in a thread in the FlyerTalk Chase sub-forum.
