I am surprised that the contents got so wet, as airport carts (where bags await loading) do have curtains which should have been used. And modern bags with composite, hard sides and tight zippers should not absorb water, unless actually submerged.

Of course, if the bags were simply left on the tarmac, and the water got sufficiently deep, even waterproof luggage would get wet.

Also -- isn't the checked baggage on this flight containerized?
So we had two checked pieces - one hard sided and the other a samsonite non hard sided. Both got very wet inside. Our friend also had a hard sided Tumi and everything got wet. She also had a duffle bag with gifts for family that is a total right off. Like I said, as we were watching bags come around the carousel, we could see so much water on everyone’s cases.

My guess is because of the equipment’s change, the bags had to move aircraft during the 14+ hour delay, but were left outside somehow. 🤷🏻‍♀️
