I believe it's because the SK lounge is small, and since it's right across the hall from the LH Lounge in Terminal B, that would be everyone's first choice (vs traveling over to C for the Polaris Lounge), especially if they had limited time. This way it keeps the SK lounge crowd manageable. At least that's what the agent at the SK lounge told me when I tried getting in when on a LH F flight to FRA this past November.
