Since we're debating the usefulness or usability of buses, allow me to throw in a comment on the hyper-local microbuses operated by various Tokyo wards. I think they are mostly for the benefit of citizens with mobility challenges. They typically follow a loop around a major transportation hub, with stops at various local facilities.

To be honest, the short routes are hardly helpful for anyone with full mobility, but you might like to hop on for a spin if you get a kick out of cute vehicles. You needn't worry about where it's going. It won't be that far.

"Ikebus" around Ikebukuro station (Toshima Ku) has 10 wheels and is slightly bigger than the average American family car.

Taito Ku operates "Megurin" around Asakusa - It might interest tourists who want to rest their feet.

Shibuya Ku operates the doggy-morphic Hachiko Bus. Super cute.

Although they're not part of the Toei network, I believe they all accept Pasmo and Suica. I think they charge 100 yen per ride, I have no idea why all the wards decided that they should spend taxpayers money on wacky designs. I guess they combined some budgets for helping the elderly / disabled and enhancing the attractiveness of the ward.
