While I haven't visited every gate at Changi, I've been living here for five years and fly monthly, I've yet to be in a gate lounge after clearing gate security, where there wasn't a water fountain that you could use to fill a bottle before boarding. I usually carry an empty reusable water bottle through security.
It was this way for the gate lounge of the SIN - CGK flight I took last June. Post security, there was a wash room, but no water fountain or bottle refilling station.
