I would use the buses, but they all seem to feed into the subway and rail lines. Also, the subway train stations have more English than the buses I believe. Tell me if I am worong.
The Sheraton Miyako is quite close to where I am based when I am in Tokyo.
I was there for a month last August (except for ten days on excursions elsewhere in Japan) and took buses more than any other kind of transport.
For where you’ll be the 1 day Toei Subway and bus pass can have as many advantages as the 72 hour Tokyo combined Metro/Subway pass.
For instance, the 田87 bus (Toei) takes 22 mins from Shirokane Takanawa Station to Shibuya station and swings close to Ebisu on the way.
And the 東98 bus (APOLOGIES this is a Tokyu Bus*) goes directly (almost) from your hotel to the Tokyo International Forum entrance of Tokyo Station. A 30 minute ride.
The 東98 bus follows the edge of Shiba park so if you sit on the right towards Tokyo, look up, and you’ll see the whole of Tokyo Tower from its base there.

*Looking at the Tokyu Bus map, it’s the one exception for your Toei Bus dominated area. https://www.tokyubus.co.jp/route/routemap/digital/routemap_en/
And yes, you are wrong that there is less English in the buses.

At the 1:08 and 1:10 points on this video it shows the English signage that is displayed (and announced) throughout the journey.
