If I am right, it depends on the ticketing stock, i.e., carrier.
A DL ticket for travel on AF earns MQD - with fees and taxes subtracted, while an AF ticket will get MQD based on miles flown.
In this case, if crediting to DL as a DM, I think a DL ticket is best.
10k spend (with 1k taxes and fees) = 99k DL miles + 9k MQD

In actual fact, when I went to book IAD-CDG for Feb 10-17 return, I could only see business for 8k -
I chose refundable business for 9k and was offered an upsell to refundable LP for 10k more = 19k
