It is a reissued ticket, but that doesn't mean that the underlying reserved segments need to be canceled. It only matters if there is married segment logic on the routing, which wouldn't be the case with a stopover, only a thru routing.
Yeah unfortunately it seems like it’s also a no go on stopovers. Agent and supervisor from partner award desk said entire itinerary has to have availability. Not sure if it’s just poor training or new policy but seems like this is now common reply even for stopovers.
