The bags checked in this way are part of the ‘limited release tag’ process and are reconciled manually, so there is a running tab. 15 is the minimum but the actual target is set by one of the leads looking after a series of flights that day/shift and can be flight number specific.
I’m assuming your smaller piece(s) were also yellow tagged ‘under seat’ to ensure they are accepted onboard once at the gate.
