Interesting- so probably being early in my case, meant that the agents were still looking for 15 bags to check and even though ours were "compliant" they were full-size bags. Mind you, I'm not sure how they were keeping count of how many bags for each flight were being checked in.
The bags checked in this way are part of the ‘limited release tag’ process and are reconciled manually, so there is a running tab. 15 is the minimum but the actual target is set by one of the leads looking after a series of flights that day/shift and can be flight number specific.
I’m assuming your smaller piece(s) were also yellow tagged ‘under seat’ to ensure they are accepted onboard once at the gate.
