Disagree. Properly vetting and explaining (in plain English) promotions they devise is their own responsibility. If they're too cheap to do their own QA, the scammers will reliably fill that void.
But, that's honestly a sidebar issue. Since the currency they mint unquestionably has monetary value, their position as the sole arbiter of concepts such as "abuse" should be reigned in IMO.
