I don’t have a dog in this fight, and I don’t doubt that some of those shut down were being egregiously abusive, but the moralizing in this thread is a bit much. As I recall, there was a period before the mailer churn when Citi routinely approved people for multiples of the same card through public offers. Then they started putting restrictions in their public offers, but continued to blast out zillions of mailers that didn’t contain such restrictions. People quickly discovered that mailers addressed to spouses, children, etc could be used by anyone, and off to the races they went. Personally, my general assumption is that marketing materials sent to anyone in the household are happy to attract someone else in the household unless otherwise specified. Others draw different lines. But Citi’s marketing practices were really, really dumb in those years. It’s a stretch to say that customers should have known that Citi couldn’t possibly have meant to allow consumer behavior that was very similar to behavior it had been happily allowing for years.
