trying to get a family member an AU card, but they live in Canada and don’t have an SSN. Given I’m the primary and understand I’m ultimately responsible for any charges that are charged the account, I imagine it should be do-able somehow. Obviously, someone I trust.

Via the online interface, just the name if I recall. No SSN/TIN needed. The card will be sent via courier to your mailing address. You might be able to call in to add the AU and send it to their address, but I've never tried. Perhaps others have done it and can share their experience. For Priority Pass purposes, I just call my AU, give them the card number and they use it to sign up for the digital PP (during sign up, they can enter their own address, even international, to get the physical PP card mailed to them).
