Can anyone help with info. on what info. is required to add an AU?

couple of Qs;

- Does the AU need to have/provide a SSN or TIN?
- Is it possible to get an AU card sent to an international (Canada) address?

trying to get a family member an AU card, but they live in Canada and don’t have an SSN. Given I’m the primary and understand I’m ultimately responsible for any charges that are charged the account, I imagine it should be do-able somehow. Obviously, someone I trust.

Appreciate any insight.
