I have them ask me if "I want to keep this on the card on file" which has been standard for years.

Like the member you are responding to, in past 8 years of at least 40 rentals per year (and often as many as 60) with National, I have *never* (as in not once - ever) received an emailed contract before a couple of months ago - despited receiving the closed out contract via email every time.
I have never been pulled over in a rental car, but I imagine that if I did, I would have shown the rental information in the app on my phone. I can't imagine it is any less valid than a PDF on the same phone. Regardless, if an officer pulls me over, they know it's a rental before they ever get out of their car. Not something I am going to spend even one second worrying about the "what ifs".
