Ah that makes sense. I believe the rule is a published fare valid for your routing is required, so I don't think this is permitted. Makes me sad as this otherwise a nice solution. Just to close the loop here -- got a very experienced EP agent who got on the phone with the JAL liaison 2 times. The response was exactly that -- there were no connecting fares filed between HND-OKD which is why it must be priced as 15k.
I ended up getting Qantas (using QF points) to ticket HND-MSJ-OKD on 1 PNR for 10k, the same price as one leg, after a few attempts. They have finally ticketed so I'm good to go for this weekend.
