It's really up to CX, rather than AA. You buy the ticket from CX; CX has the cash; they have to pay AA for AA to put miles in your AA account for your CX flight/ticket; CX doesn't want to pay AA for miles on 'cheap' tickets.
That said, I agree it would be nice to see 'consistency' across all the OW airlines. However, I somehow have a sinking feeling that that wouldn't necessarily work to our benefit (e.g., we'd suddenly find ourselves only getting the BA-like 25% credit on discount economy tickets on all OW airlines - including AA....)
