I just booked an avianca flight with Aeroplan points and I seem to be running into the same problem. AirCanada website says that assigning seats is on Avianca while Avianca says its on Aeroplan. So I will try the chat function with Avianca too, but not optimistic. May just cancel the booking if I can't get it resolved as I'm flying with wife and infant son, so don't want to take chances of not having the seats together.
I have booked tickets on other Star Alliance carriers (AC, UA, LH) on both award tickets and revenue tickets. Under every scenario thus far I failed to be able to secure advance seat selection on the AV flights. Attempts have included multiple calls to agents, chats, on their website, through the app, the other issuing carrier. In every instance I have had to wait for check in. Their system is simply not capable to assign seats with tickets issues by another carrier. This is sad I know!
So now I no longer book tickets on other carriers when it includes Avianca flights. If you want advance seat assignment, I would follow the same.
