I believe this is typical. If one could cancel for "any" reason for a full refund the insurance would allow passengers to book multiple trips and choose which one to take at the last minute.
Sure - but in this case they basically missed the cruise due to the airline not being able to get them there in time. They didn't want to cancel. They tried to use the travel insurance part of the p

)licy they bought but instead found that only the "cancel for any reason" part covered them.
