What the rep told you is just plain wrong - another example of poorly trained / ignorant reps who likely have never redeemed a flight in their lives and appear to go by “guesswork”. Once the person’s details are added as a nominee, you can redeem flights for them freely, they don’t require a KF account to be your nominee.
