If you want to complain (to the DOT) about AA’s lack of transparency, maybe focus on how they bury the fare rules and actually important elements thereof, like refundability. That impacts everyone not just the 25 people who buy AA codeshare flights in J on QR each year.
The AG most certainly is a good avenue to report to; and I will also report to any and as many other organizations ASAP. I mean, I only have to create one complaint letter. Merchants must adhere to all sort of rules. Rules such as those encoded in ROSCA, while chiefly targeting subscription merchants/merchants in the negative option space, have at their foundation deceptive business practices. The rules stipulate that merchants must disclose to consumers prior to completion of booking so that consumers are fully aware what they are purchasing. Credit card networks have rules around refund policies that they must be disclosed to consumers before purchase is complete. The same sort of transparency needs to be done here. I would not have spent $5K on that ticket, had I known that I would also have to pay additionally for seat selection.
