Seats on a partner airline are always up to the partner airline's policy. I believe there is some verbiage somewhere in the T&Cs.
That said, it would be nice if AA displayed it clearly when booking. Although there are tons of T&Cs like this (baggage etc.)
They are certainly within their rights to determine their T&Cs, but they must make those clear to consumers so that we have full knowledge prior to purchase. That is the gist of my complaint that I am making to the AG.
