Yes there is however and an unofficial protocol here in my view is that this is usually as a last resort after all other normal avenues have been exhausted including e-mailing/complaining etc with no reply/movement etc. So not really as a first point of contact if you can't get through on the phone unless it has been constantly this way.
From my reading in this regard on this forum it's usually a 'case by case' basis. BA refund helper does monitor this site so maybe he/she will comment. Good luck!
