There's something called the Global ATM alliance, which is a collection of international banks which offer reciprocal arrangements at ATMs in their host country. The locations in your profile suggest you may be based in the US or France.
The banks that would apply to those arrangements in your case are Bank of America and BNP Paribas. If you can find a Barclays ATM, you should only be charged whatever your home bank's conversion rate is (with Barclays it's less than 3%, I forget the exact number), but no additional transaction fee. Before I got a zero fee credit card for overseas use, I regularly used Deutsche Bank, Scotiabank and BoA ATMs to take advantage of this, as we face the same issue that many overseas ATMs charge a hefty transaction fee even if opting not to take their Fx rate.
