She ended up taking the later HND-CTS - as ticketed - but obviously I heard a lot about the J bag tag omission even before came back.
Her OWS status was properly coded on the BP, when she brought it back.

Bear in mind we travelled the exact same HKG-HND route two weeks later, as OWS, properly J tagged, and received our bags right after F and crew bags.

So your assertion that the bag tags alone work for priority is incorrect in HKG.
Agree, I have similar experience before on CX too where my J tag was teared off during transit OR the check-in staff didn't put a new one as I have an old one in my luggage (in a 50% good condition) and then end up my bag come after all J class priority bag, i.e. no priority.

I also had an experience that I took JAL from CTS to HND then to HKG with thru check-in, JAL staff tag the JAL priority in CTS, but when I landed in HKG, I found that all my luggage were added a CX priority bag tag. So if the barcode system work, then why did they add a tag at the back end? maybe the tag is needed at HKG for staff to load the bag? I don't know.
