That's interesting, I've never heard of that happening but it sounds very naughty. As a UK cardholder it's not something I could test because we obviously don't get the option of DCC at UK machines anyway. In any case a 13.75% markup seems obscene.
I'd suggest trying out one of the free Travelex (or other brand) machines at arrivals in LHR listed as such on that Link site above. See if you get the same result with those. If so, then yes would try one in Tesco or Post Office which shouldn't do that.
And i had not one, but 2 Emergency Twentyers in my bag for a few years for just such an occasion and was dismayed to learn that they are now obsolete - still carrying them hoping I'll one day be near someplace to trade them in (at opening hours) but those stars have yet to align... at the moment I'm just settling for some good curry.
