The US carriers sometimes do something similar when positioning wide bodies domestically.
Free PY on long hauls for Y fares would be a game changer though, maybe too OP.
It seems like I've made some pretty wrong assumptions then. I just made a dummy booking without being logged in or inputting any frequent flyer number and an Economy Flex ticket (which is really not much more expensive than the lowest fare) allows free seat selection, including the 2-3-2 rows in the mini Y cabin.
