You don't need any paperwork. Your father needs to have an approved Pre-Arrival Registration before boarding the flight to HK if he wishes to enter HK.

Be aware that the lounges are only accessible on departure, not on arrival. If you pass through transit security to the departures area where the lounges are you cannot then backtrack and enter HK.
Thank you both for your feedback. We filled out the pre-registration for dad, so hoping he feels energetic enough to go visit the city for a bit. I'm curious about one other thing. We have carry-on luggage that we don't want to take with us into town. Any suggestions on where we can store the luggage at the airport or in Kowloon while we walk around?
